Milan is a bit special in this regard, the estates start with no privileges at all. And don't worry too much about the corruption this entails, a corruption level of about 10 is normal. While the opinion loss in an offensive war is a bit of a negative, you can always grant them a privilege to please them. After the war, they return to their estates. More universities mean better education, and any slots your own nobility can't fill up will be given to other countries' nobles, and make you a profit in the form of an educational fee in the process. Local fortifications are built by your estates and don't have any zone of control themselves, so while they might stop an enemy from looting your province for a while they won't stop them from rushing your capital.
